Municipal consent is local government approval allowing a provider to place and operate infrastructure within public rights-of-way. It often accompanies or precedes a franchise agreement and can carry conditions, fees, and a term. It is the local approval that authorizes placing facilities in the public way and often sets conditions on construction, restoration, and relocation if the city later needs the space. It may be a standalone approval or a step that leads into a fuller franchise.
